Dr. Lori Moore-Merrell
Dr. Lori Moore-Merrell is the Principal Fire Safety Strategist for UL Research Institutes’ Fire Safety Research Institute. A prominent figure in fire safety and emergency response, she guides research strategy and international reach. Her work spans global fire safety collaboration, risk assessment methodologies, emerging technology adoption, leadership in the World Fire Congress Communities of Practice, and support for the newly formed U.S. Wildland Fire Service.
Dr. Moore-Merrell holds a Doctorate in Public Health with a focus on Emergency Response System Quality Performance Metrics and a Master of Public Health in Epidemiology, both from The George Washington University Milken Institute School of Public Health, where she graduated magna cum laude.
She served as U.S. Fire Administrator (2021 - 2025) where she oversaw the launch of NERIS, co-chaired the Commission on Wildfire Mitigation and Management, and founded the Inaugural World Fire Congress. She previously served as President and CEO of the International Public Safety Data Institute and spent 25 years at the International Association of Fire Fighters as Chief Executive of Research and Data Analytics.
